Hurricane Charley had not yet formed when I sat down to write about the threat posed to the Everglades and Florida taxpayers by the litigation known as the “S-9” lawsuit. Now that I’ve seen first-hand the damage wrought by this year’s storms, the subject has taken on personal significance – and a new timeliness.
